ODB-II Emulator using with ELM-327 Mini

for a project I am doing, and to develop software for an android equipment, I need an ODB-II emulator.
Can anyone confirm this is the emulator to use to be able to develop and debug my new applications working with an ELM-327 Mini dongle.
