TTL signal 0-5 Volt from arduino related to RPM

Hi,
I need to understand if it is possible to have 0-5 Volt output 1 per revolution on some output of arduino.
I need to connect OBD II to the car and I have to get a signal 0-5 volt to send to analyser.
